Colossians 1

17 He is before all things, and in him all things hold together. 18 And he is the head of the body, the church; he is the beginning and the firstborn from among the dead, so that in everything he might have the supremacy. 19 For God was pleased to have all his fullness dwell in him, 20 and through him to reconcile to himself all things, whether things on earth or things in heaven, by making peace through his blood, shed on the cross.

Being a pastor's kid taught me something pretty important very early in life, and it's that churches can't be made perfect through the power of its people. I can't even begin to count how many churches we had to move because of problems. It's so sad that the church, which is supposed to be the body of Christ can have so many problems- enough to drive the teacher out. Everyone has their own opinions about how the church should "run"..even though a church isn't supposed to be about logistics, God gives us the abilities and talents and gifts that when combined together helps. It gets in the way after a while and we start arguing about tying to run a church our own specific way. Paul here is telling Timothy (more like reminding) that underneath all he rules and regulations, God is at the head. Amidst all the fighting and bickering, and the worst of it- the dividing, there can only be reconciliation through Christ.
